Professor Nishikawa has served, and continues to serve as numerous council and committee members at the Cabinet, Ministry of Education, Ministry of Foreign Affairs, Economic Planning Agency and Agency for Environment. He is also the board member of the academic societies, such as the Japanese Association of International Economy, Japanese Society of International Development, Peace Studies Association of Japan (President, 1977-79), Centre International de Recherche et d'Information sur l'Economie Publique, Sociale et Cooperative Section Japonaise, Japan-China Association of Academic Exchange, Commission on Regional Studies of the Japanese Academy of Science. He served also to the Advisory Panel member for the Human Development Report, UNDP. His social activities include the board members of the World Wildlife Fund-Japan Comittee, Japanese Federation of UNESCO Clubs and Associations, Japanese NGO Center for International Cooperation and Japanese NGO Forum for Social Development, etc.
